The scope of AAALAC accreditation review includes evaluating all aspects of the Program for Animal Care and Use. According to AAALAC’s definition, the Program encompasses various procedures and overall performance related to the management and use of laboratory animals in research, education, testing, or breeding. Key components include (but are not limited to):
1.Animal Care and Use Program: Includes all activities within the institution that directly impact animal health and welfare, such as animal and veterinary care, policies and procedures, personnel and program management and oversight, occupational health and safety, IACUC functions, and the design and operational management of animal facilities.
2.Animal Environment, Housing, and Management: Proper construction and management of animal facilities are crucial for safeguarding animal welfare, ensuring the health and safety of personnel, and guaranteeing the quality of scientific data, teaching, or testing. A well-designed management program provides appropriate environments and habitats for different species (breeds or strains), considers animals’ physiological and behavioral needs, and supports their healthy growth and development.
3.Veterinary Care: Veterinary care is a fundamental component of the animal care and use program. The primary responsibility of veterinarians is to provide veterinary oversight and ensure animal welfare during research, experimentation, teaching, and production. Comprehensive veterinary care includes effective management of:
① Animal procurement and transportation
② Preventive medicine (including quarantine, animal biosecurity, and monitoring)
③ Clinical diseases, disabilities, or related health issues
④ Management of diseases, disabilities, or other sequelae related to research protocols
⑤ Surgery and perioperative care
⑥ Pain and distress control
⑦ Anesthesia and analgesia
⑧ Euthanasia
4.Overall Planning of Laboratory Animal Facilities: The planning, design, construction, and sound management of facilities are critical elements for ensuring proper animal care and use, enabling efficient, economical, and safe operations.
